I looked through my Civil Engineer's handbook, my contractor's pocket reference book and the AWS specification sheets and didn't find anything on estimating the consumption rate for welding rod of any type. I'd say you're going to be hard pressed to find anything other some guesstimates. Maybe you can contact some of the welding materials suppliers and get some idea from them.

For large Steel structure fabrication , it will be 2.5-3% of steel weight. Only for rough calculation.

I'm not sure how there can be, for all the reasons other folks have mentioned, and for the number of passes on each weld needed to meet the performance spec.
