I am using a 12volt transformer and hooking upu minature street lights in my model railroad layout. The street lights are 6 volt, so I need to reduce the voltage from the transformer.

Use a regulator, like I recommended here: https://www.instructables.com/answers/how-many-resistor-will-make-12ohm-13-watts/

Also, if you do that, you can use a variable resistor for the lower one, and with care, make your light brightness adjustable.
