Yarn Cone Winder Please! Answered

There's a great instructable for a center-pull yarn winder:

I'm looking to build something that winds yarn or twine onto a cardboard cone like this.

I know electric ones exist and the way they work seems pretty simple,
I just know that there has to be a way to build a cheap hand crank one.
Here are some videos showing how the electric one works:

It seems that the major necessary components are: 1. something to spin the cone 2. something that moves back and forth along the cone so it winds evenly and 3. something to keep the right tension.

Can anyone point me in the right direction?
Or make a full instructable? I challenge you!

Ever thought about useing a old fishing reel? It fits your needs. It will spin, move the string back and forth and keep tension. It might take a little fiddling to get it to work with yarn but hey give it a try.
