I always (ALWAYS) look at Sourceforge.net first. It is always free software. Audacity is a Sourceforge project. I've used it for years. It's Great! You can edit like you want, add special effects, filter noise, save as MP3 (with a free extension), add tracks, and schedule recordings. You can also magnify the tracks and edit at the exact point you want to cut in or out.
