The PiGlow won't do anything out of the box; It needs to be connected to the Pi's I2C on the GPIO connector and a program run to access it.  It says in the link that sample Python code is included, and there are user written programs you could use too.  
Not that difficult to do and it would be a good introduction to using IO on the RPi.

just checked the info but I need to get it before I play around with it I got a program scratchGPIO on the pi will that work I read on a different site that it would but I am not sure
