Ya, rickharris has good idea. Only thing I would like to change is instead of Bright LEDc torch, have some white LEDs scattered on the backside ( depending your requirement of brightness & space). This will give you uniform spread of light which is necessary for tracing artwork.

Cheat: find a dead LED backlit LCD monitor - ask in your local computer repair place. They'll be DELIGHTED (pardon the pun) for you to take a scrap LCD off them. Make sure the backlight still works though. Then dismantle the LCD from the backlight parts.
