Run hot water over the bottom cup until it is as hot as it will get, then pour cold water into the top cup and pull them apart immediately. The heat expansion of the bottom cup and the contraction of the top cup should be enough to break the seal so you can pull them apart.

Slightly deform (squeeze) the inside cup and pull/twist at the same time.
