Well, this is probably not what you were imagining, but you could always build a Westfield, Dax Rush, Lotus 7, R500, or similar. They're all based on the Lotus 7 design, and each has different characteristics. Depending on the engine, they can be anywhere from 1000 to 1400 pounds and 100 to 300hp. They're open-wheel, and there's no top. Most can be certified for driving on the street, and insurance is very cheap since it's a kit car. You can build one from USD$5000 to $15,000 depending on your configuration. You can also buy one pre-built starting at $15K.
