5% body fat should do it. Or a plastic surgeon. Or control-top underwear, but that's temporary (as are all diets that have an end date).
Humans have a problem in that the fat is between the skin and the muscle, so no amount of muscle work in a particular area will reduce that area. Fat is lost over the entire body but slower in some areas depending on your body type.
ChrysN is right - you can't "spot remove" excess fat. Eat less/better food - lean protein, veggies, and fruits - and get at least 30 minutes of exercise/day. You can start slow and work up if necessary, but focus on the cardio stuff first. Exercise until you're out of breath, then ease back for a bit, then do more. (Run as far as you can, then walk until you can run again. Rinse and repeat.) Once you're in better shape, add the strength and core training.
Unfortunatly, you can't target weight lose to a particular area of the body. To lose abdominal weight you need to consider improving your diet and increasing the amount of exercise you do. A combination of strength training (increases muscles and increases your metabolism) and cardio (which burns the calories) such as running,aerobics etc. will be helpful.If you want to tone the muscles around your abdomin, do core exercise, such as crunches.
