Because people who don't know better take them apart. Because people who don't know better dump them, and when they rust the gas comes through the broken pipes.

+1 and I might add, people who do know better, or should know better, also take apart old refrigerators and release the volatile CFCs. I've seen it happen. ;-)
If the fridge is a relatively new one in a forward thinking eco country there should be laws banning the use of CFC's in fridges.
They only release them at the end of their lives. If care is taken to recycle the gas, there is no release.
