I have built two mouseboats using PL premium construction adhesive and a stretched gull dory (19.5' long) designed by Phil Bolger using west system epoxy. depends on what kind of boat you want and how much you want to pay.

You should probably have some woodworking skills, because building a rowboat is probably really difficult. I found an amazing website with a bunch of Schematics here. They are pretty basic instructions. Also, you may want to look into rafts, if it's your first boat project. These can easily be made a number of ways. Also, some areas have Cardboard Boat Races, where you build a boat out of cardboard and pray that it makes it to the finish line, these are extremely fun.
