Without knowing your skill level and budget this isn't a question easily answered.

There are too many unknown elements.

See Frollard's answer below. I really don't think your going to be able to "invent" this your self.

If you decide to try you will almost certainly end up having to program a raw PIC in assembler to get a fast enough control system, Couple that with a suitable CCD sensor element and then get it to write to a SD card or similar in a format that can be retrieved and displayed.

None of which is simple.

There are a multitude of relatively cheap Camcorders out there that do exactly what you want.

They will be systems special to the manufacture because they are making 1000,s or even 100,000's.

If you can code you can locate the basis for the answers on the web without me searching for you.

this is far to complex to share details here for something where neither you or I know what CCD module you will use, Microprocessor you will use, Display you will use, File system you will use.

There are plenty of options that take 'video in and store to sd card' -- as rick says, you're not gonna find the parts for cheaper than it takes to buy one. They are extremely complex in a DIY sense.

search 'dvr sd card' and you'll find plenty.
