mix water with glue powder and apply it on paper with a brush. its that simple!
As a kid I remember tearing newspaper into strips. It tears easily verticaly but not so well horizontaly because of the way the paper is made. I would then fill a big bowl with water and fabric softener. I once made a diorama for Stompers (wind up 4x4s from the 80s) with water, starch and white glue over a frame of wood and chicken wire. Experiment and have fun!
