If you can flood the room with enough IR light you could possibly jam an IR remote. But you would need allot of high powered IR emitters to pull that off. People try to make IR jammers all the time in hopes of getting past motion detectors or blinding an IR camera but they almost never work.

To put it simply you will want to power the IR emitters at full power and not go through a 555 timer. Then focus the light at your TV's IR receiver so that it only sees the IR from your jammer and won't be able to pick up the pulses your remote sends. Though it may not work.
