Look at the keywords. I think the fellow wants to make a replica of the tickets used for the train to Hogwarts, but hasn't provided nearly enough detail, nor even bothered to do basic research to find the answer.
But does he/she actually want to pass it off as the real thing and get on a train...? L

First he'd have to find platform 9 3/4, then he'd have to find a train there going to Hogwarts, then he'd have to convince the conductor to accept his ticket. Getting on a train isn't hard. Finding the right train and staying on it is harder.
Find a good picture of the ticket, or redraw it from a bad picture, or design your own.Print it on suitable paper (probably some kind of thin card stock).Cut to size.Done.
I found this on Photobucket. I bet if you look hard enough, you could copy and print the thing from someplace.
