If you're just making one or two stamps, I'd recommend getting it done somewhere like http://www.rubberstamps.net/unmounted-custom-stamps.aspx (only $20 for the 4" - rubber only) or http://www.rubberstamps.net/Art-Stamps.aspx (~$40 for it mounted on the block) If you think you'll be making a bunch in the future, there are a bunch of great carving tutorials - instructable here https://www.instructables.com/id/Super-Easy-Custom-Rubber-Stamps/ - it's pretty rudimentary and homemade-looking (if that's what you're going for. There's or a more precise stamp/video here http://www.youtube.com/watch?v=1DqEI_BhRNs. If you won't be making a bunch in the future, probably just cheaper to have someone else make it.

What do you want to imprint? Fabric, wood, leather... There are a lot of materials to make a stamper from potatoes to rubber sheets or linoleum tiles, etc. You could even carve them out of wood blocks or cast something from a mold. Search on rubber stamps or stamps, stampers, stamp making, there should be lots of ibles and ideas.
