Look up the youtube user "nurdrage". he made a very cool video on dye sensitized solar panels that don't require multi-million dollar silicon plants to make. their output isn't very useful, but he very clearly explains how they work.Good luck!

You can, but the it is unlikely that it will output anywhere near enough to do anything remotely useful. Although if you just want to demonstrate the concept, there are a few designs about that will generate a small fraction of a micro-amp which can be measured.
use that little google search box at the top right and search 'how to make a solar panel'. It's been asked, and answered, and ibled many times.
