A more reactive halogen (such as chlorine or bromine) will displace iodine from a solution of its salt. Of course, that presents the problem of obtaining elemental chlorine or bromine. The short answer is that it's not too easy to do. And yes, there are restrictions---or at least observations by the powers-that-be---on the purchase of elemental iodine, because it can be used to make illicit substances.

It can't be done at home easily. Are you having trouble buying iodine? There are no limits on it that I am aware of.
