im making a portable circuit useing 30 or less LED lights and I only have 4 9V batteries. I was wondering if 36V will be enough and if not how could I amplify the power. I thought about a quad-opp-amp IC but Im not sure how to use it. Im using blue,red,yellow.green,UV,white,and maybe pink

9v would be enough. 30 Leds is not really that many. Depends on how long you want it to work. You could wire the 4 9v batteries in parallel for longer up time.

what are milliamps Ive tried to make the circuit but the lights went out after 5 LEDs in series how do I fix this

You could do it with 6 volts - see series parallel part of that site to work out how for you.
