It's not free but,
Netflix is only $7 a month and you can stream Mythbuster and Dr. Who, and lots more.

TVTorrents.com

Its a torrent based web site that you have to be a member of in order to download. Membership is free but you have to follow the rules and you have to seed otherwise you will not get any credits to download with. It is only publicly broadcast TV shows. No movies, sports or any kind of pay per view. It is closely monitored and there are always Opps following what is going on. But it is legal and it is very convenient.

Most _current_ programs can't be posted legally on line, because their publishers still hope to sell you DVDs. Some not-too-old programs are available on services like Hulu, which are wiling to pay licensing fees -- but you do have to sit through a commercial or two.. Some older films are available on the Internet Archive website.
