Featured means that somebody on Staff or the Feature Team liked your stuff. Winner means that you entered a contest and won.

To get stuff into Make, first you should probably sign up with Make, and I bet things will get clearer after that.

To be featured, post great stuff.

To be a winner, post great stuff in a contest, and win.

To get into Make magazine, contact the editors of make and submit great projects or proposals directly to them.

To get your projects mentioned on the Make website, though, simply join the Make group, and add your Instructables to it.

To be featured means that the instructables staff likes your instructable and that it has great pictures and good grammar. To be a winner means that instructable won a contest, like the garden or betacup contest. I'm pretty sure to get into a book, they run a contest as well.
