Traditionally it means to flood something with large quantities of water, although I've heard it used in reference to other liquids, so I'd have to qualify that with "to flood with large quantities of a liguid"
Two meanings:1. Taking water to crops, typically through trenches or artificial watercourses.2. Washing something with lots of water to prevent damage (such as washing chemicals from the eyes).
