OK, I don't know where you live, but where I live you would need approved storage, paperwork (various) and be subject to a range of laws.
As others have observed, ethylene / propylene glycol is your main base - seek out your best bulk-buy deal on those. The rest is water and dye - look for industrial dyes. The liquid bit of this is probably the easiest to do, it's the rest of the business that's the hassle.

. One of the most popular coolant/anti-freezes is ethylene glycol.

Propylene glycol is also used for that purpose, and is considerably less toxic than ethylene glycol.
