MPLABX and XC8 are free tools (IDE + C compiler + assembler) from Microchip - http://www.microchip.com/pagehandler/en-us/family/mplabx/ - http://www.microchip.com/pagehandler/en_us/devtools/mplabxc/ - I use them with Linux (Fedora 19) but there are Windows versions
