Looks easy to do.
Should the photo paper be glossy or matte?

You may use a page of a magazine paper instead. Though pages are already printed still you may print your lay out again on it with a laser printer! Now you need not to buy a photo paper!

Be sorry that you especially need a laser printer. Is there any way to do ist with an inkjet printer?

Nope, it has to be laser, they work by melting the ink powder before transferring it to the paper. In this application the iron again melts the ink layer and allows it to transfer to the copper clad board.
It's not a very reliable method but I still congratulate the author for coming up with the idea which is definitely in the spirit of Instructables.
