That's kind of why I asked. You'd just lose efficiency if you mounted it on a car. The only other thing I can think of that he might mean is that it's supposed to be next to the highway on the ground.

I think he means "By Vehicle" as in next to vehicles. This is an innovative way to generate electricity if you can get it on the highway.
