Step 1: Find Lava at Level Y12

Step 2: Put Water on Flat Surface and It Will Hit the Lava.

Step 3: Sometimes You Will Find Diamonds.

Step 4: And Theirs Your Pickaxe

There is no actual proof that diamonds spawn specifically near lava; your best bet would be either tunnel mining or caving (I have never found them near lava, but I have thru these methods; they can even be found in underwater ravines =])
