Introduction: How to Make a Party Hat
Here are 5 easy steps to create your own party hat!
Step 1:
Gather card stock paper, stapler, scissors, glue, string and decorative items of your choice.
Step 2:
Cut the corners off of the card stock to form a large circle. Then cut a narrow triangle starting from the outside to the center.
Step 3:
Fold the paper to form a cone shape by overlapping the two cut corners—the two bottom edges of the triangle. How far you overlap determines the fit of the hat. Staple when finished.
Step 4:
Add any of your decorations. Ex: glitter, jewels, stickers, string
Step 5:
Cut two circular holes on each side of the bottom of the party hat. Then gather your string (measure length to fit head), and then tie knots on each side to secure.

Just scale it up. Starting with a bigger piece of paper, will result in a bigger cone-shaped hat.
By the way, there is a section in the Wikipedia article for "Cone", titled "Circular sector",

and there are some formulas there, that show the math for the dimensions of the cone, and how these relate to the dimensions of the big flat circle, with a slice taken out, i.e. the flat piece you start with, shown in Step 2.
I mean, that's if you wanted to know more, about the math in general for, rolling your own, cones.
A flexible measuring tape, like the kind used by a tailor, or anyone who makes bespoke clothing, might come in handy, if you want to measure the circumference of the top of your head. Because, you know, that's the place where the bottom of the cone has to fit.
