No, it's centripetal. Centrifugal force is not a real force, but rather a made up word (By chemists) when the centrifuge was created. These chemists made the same mistake the original poster makes, mistakenly thinking that the force acts in an outward direction. Centripetal force acts inwards, towards the origin. The "force" holding the ball on the rim of the glass is actually inertia.
Centrifugal force is a word made up to describe the effect of constraining inertia to a circular (or elliptic) path.
Centripetal is the resultant force from the glass acting on the ball. This is otherwise known as the normal force in this example, since the normal force is acting perpendicular to the axis of rotation. Centrifugal is basically inertia. It is the force acting on the ball that is pushing it away from the axis of rotation. Think about a satellite orbiting around the earth. The centripetal force (gravity) is trying to pull it towards the center of the earth, and the centrifugal force (inertia) is equal and opposite to the force of gravity. This equilibrium keeps the satellite in a constant orbit. The correct term is actually centripetal since it fights inertia and keeps the ball in a constant orbit around the axis of the glass.
