yes they can. All the TR's and TR Pistols and stuff get that, the NAR gets that easily etc.
I highly doubt that you are measuring 40 feet as 40 feet. You might be estimating wrong or something because this doesn't look that powerful.

May be low friction, you never know. True to its' name NAR does get over 40 feet with one band.

I don't trust bands, all my rubberbands are super tight cause I got them air sealed and all the same shape and size, so I always o my testing with 1 band less than normal. My bands are so powerfully tight. I can't pull back 4.

I used a mesuring tape and the gap between the bathroom sink and my mums curtain is 32.2ft and it clears it easily
