The radius is 4.5 ( 3 Pieces) and 3.8 ( 2 Pieces) cm respectively

STEP 7: Use Elastic Bands to Make the Mechanism Work

Next time, do more description. I have troble understanding these steps.
That is really creative. I may barrow the idea and work up a 3D printed mechanism. The rubber band as tires was inspired.
