Step 1: Tools

Scrap book paper
Paper straw
Push pin
Grey lead
Scissors

Step 2: Folding

Fold the paper corner to corner both ways to form an x

Step 3: Marking

Mark the 1/3 point of the paper like this

Step 4: Cutting

Cut up to that mark

Step 5: Done

Put all in corners to one pile and push the pash pin tin to all the layers the push the end of the pin in to the straw and your done.

To play.
Blow in to one of the fan shapes and your done
