Things you need:

Pen(2 if you want to feel like a sniper)

Rubber band

Tape(if you want to make it with 2 pen cylinders)

Step 1: Placing the Rubber Band

Step 2: The Ink Cartridge

For this step its important to choose the ink cartridge which is compatible and does a lot of damage. Like in the video shown above you need one that is long and is very strong so the tip doesnt bent in and cause ink spillage( its recommended to drain the ink out).

Step 3: Conclusion

If you want max power, you need to go for the longest- non writing if you got laying around or writing works but they will get screwed up, the longer the cylinder nothing happens besides more room for the rubber band to be placed, if its placed too high there will be a strong enough whiplash that it will cause pain and the ink cartridge wont shoot out fast, if its too low then you will need to deal with the ink cartridge exiting, you need to hold on the sides of the rubber band to keep it in place and for it to have max potential.
