My understanding was that doing this was a slow laborious process involving harsh, possibly restricted chemicals, and something to do with an electrified plate between the acid bathed metal and the place where the gold will go, and this process very slowly moves the elemental gold to the other side of the tank, or maybe it just sticks to the plate inforget. Anyway this thing is pretty light on details.

They are Pure Plated Gold, Very thin layer on CPU Pins usually over Kovar. There are various ways to process pins to get gold foils which usually involve chemicals.
