I am currently building an RC hovercraft, I plan to use a single 12 volt 2.1 amp hr lead acid battery to feed both the lift fan for the skirt and the power motor for the drive. However the fan for the skirt is 12v 0.3 amps. How can I reduce the feed to the required amperage with out affecting the other feed from the same battery that will power the drive

The voltage should match. If the battery can supply more current, then that means you can connect more things or it will last longer for the same load. The fan will not draw more than 0.3 Amps.

Just connect them. It'll be fine. The fan needs 0.3A. The battery can supply 2.1A - that does not mean, it can send 2.1A into anything that is connected. Ta fan will take what it needs. So, the battery can feed 7 fans - or one fan and have 1.8A left over for other users.
