It would be simpler to repair the broken controller than strip the parts off and redesign !!

Panel rating ?

I have 2 solar panels hooked in parallel 1 15 watt other is 30 watt,
hmm nice idea how could i do that, they both broke by me disconnecting the battery I assume the open circuit voltage fried a component?

A solar cell behaves as a resistor when being over powered which would happen when parallel arrays are left to stress each other.

My experience shows shorting the output does no electronic harm
except to the battery.

It would be a very crappy design that did that. Were you running into a battery then, or messing with a motor ?

First thing to do is look for a fried component.

Lets see some DECENT photos of the board, so I can get a rough idea what might be damaged.
