How to measure voltage at micro usb port on android with multimeter???

The max would be 500mA according to the USB standards.
Considering phones and tablets are not really designed to provide that much power over a long time, the actual output is mostly in the 250mA region max.
The OTG function is mainly used to provide data and just receive it like on a normal USB port.
To power connected USB devices like hard drives it is best to either use a OTG cable with power supply - they either have a 5V plug and supply or and additional USB port dedicated for power input only.
For more than one device it can make sense to simply connect the OTG cable to a powered USB hub.

sacrifice an old lead, break out the wires.
