You don't give enough information about what you want.

Size, Power, weight, Your skill level, Access to workshop tools like a lathe etc.

it's not as simple as tell me how to do this there are a LOT of parameters that make a LOT of difference.

A Small K'NEX Turbine / Jet. I Want Enough Power To Move A Tennis Ball Or So... Weight Doesn't Matter But PLEASE Don't Use Too Many Parts. Thanks!
