Yes you can but be careful how, when, and how often that you do it. Personally a beg to vote makes me less likely to vote. I feel that winners should stand on the merits of the project and write up alone but thats just me.
One less annoying tactic for this is to comment just after posting suggesting voting and then featuring the comment so it stickies to the top. However you do it just remember to edit it out or delete it after the contest is over. The only thing more annoying than seeing someone ask for votes is seeing it well after the contests are over.

My personal opinion on asking for votes is: do it right at the end and please do not start your instructable with it. Also do not ask for votes multiple times in a single instructable as that is purely repulsive...

Yes, you can! A lot of people do. Some people save the request for the last step, some people make the request in the introduction.
