Probably not, Arduino doesn't have video memory, it has to display something directly and there isn't Arduino RCA shield. And I think you don't have giant team of developers and engineers (and others) to design your own RCA shield and software. I recommend you buying a set top box with USB to play videos and songs. If you want to display something else, easiest way is putting data into a file and display that file.

If you have more questions feel free to ask!

Thank you so much.

I actually want to make my self a device by myself, just an interest, can you tell how this set top box is made? And you have better suggestion to my idea.....

The Raspberry Pi can output composite video,

https://en.wikipedia.org/wiki/Composite_video

like the kind used by old TV sets, because it has built-in hardware to do this. However I do not think Arduino can do this. I mean I know it cannot do it with just the little GPIO ports it comes with, and I suspect the task of of writing a video signal is complicated enough, that it would take a real computer, like the Raspberry Pi, to do this.

I know that sounds like hand waving, and I have not proven that it cannot be done, like with some kind of magic shield, like a video card for Arduino, if that exists...

But I can point to examples of projects that use a Raspberry Pi to output video signals to old TV sets, like this one:
