If you are in the right place and it sounds like you are, in settings, and the password tab, it wants you to put in your current password, which you would need to have to even get to the tab because you have to be logged in before you can get to that screen. So again, after you log on, at the welcome screen, go to the setting tab, about in the middle. Click that and then the third tab from the right says password. Click that.
Put in your "old" password, which is your current log on one. Then in the next box put your new one and then once again confirm it.
I don't think there is a limit as to how often you can change it.
If you are logged in and in the right place and it will not change then you need to contact instructables for help.

Or maybe this website...?
If it is this website, you need to send an email to service@instructables.com
If it is a device, take it to a specialist.
