Can two iPhones (4) be charged with one charger?
If one were to solder together two USB charger cables into a Y (a single USB jack leading to two iPhone 4 charger plugs) would this work to charge two iPhones/ipods, or would it cause issues?

It can't work as the fruit company does not like the USB standard.
Well, in theory it might work but only with the minimum charging rate of a device.
Apple uses a DC signal on the data lines to set the charging current for the device.
Simply bridgning those lines won't be good for the phones.
Better and cheaper to get a USB hub or double charger, this way you eliminate possible damage to the costly phones.

You should just get a powered USB hub with multiple ports or a wall wart adapter with multiple USB ports and use two separate USB cords. A single USB port on the PC gets close to maxxed out with one device on the power you pull through it. You could fry something by trying to hook up too many devices. Besides, iphones use the data lines to sense activity/charging so the circuitry is not correct in a simple Y cable.
