Because Quebec requires companies to have a headquarters in Quebec to run contests. Instructables is based in San Francisco and so can't run contests for individuals that live in Quebec.
Yes, Québec gets excluded from a lot of things. I see it in contest rules all the time. I think changing the laws sounds like a good idea. While we're at it we can get rid of the one forbidding games of chance that makes it so we have to answer a skill testing question.
Get your province to change their laws for contests and you won't be excluded anymore. If you have a friend in another province that the prize can be sent to and you can pick up or have it mailed from them to you then enter all you would like.
