Use a PDF printer driver and print your drawing to scale ;)
To make confirmation easy add a fixed lenght line.
I usually do a 10cm one.

https://www.ilovepdf.com/jpg_to_pdf lets you choose: "Same size as image". Best if you also choose "No margin"
Now the question changes: How can i define how big my image is?
Answer: In your Grafics-Program (If you dont have any good, download and install the Free PaintDotNet which is more than you ever need honestly) you can directly tell how big your image will be in inches or cm. You get there thru "image" --> "Size" or simply CRTL-R.
See attachment
See, the size of an image is determined by 2 factors:
Pixel per length (in or cm) and Pixels in each axis. Paint.NET helps you out there very easy.
Have fun

Thank you for the help. I just used a scanner to scan the initial technical drawing I made and then converted the image into PDF. It worked
