If your computer only has a 25 GB hard drive, chances are it does not have sufficient specifications for RAM or video to run Windows 7 properly.  Furthermore, anytime your computer hangs when formatting, it is a very clear sign that the hard drive is dead.

By my estimates, that hard drive has given you double its five-year life expectancy.  Replace it, make sure you have at least 2 GB RAM installed, and try again.

Depending on the Motherboard/Processor/RAM/Hard Drive Space you have, you may have not met the minimum requirements for installing Windows 7.
Do a search on Microsoft's website for "Windows 7 HCL" or see the side of the package for Windows 7 for ino on the hardware required.
Many times we take for granted that "if it ran the previous OS it should run the new OS", but that is not always the case, and With each progression in the Microsoft OS' the hard driver requirement has grown exponentially.
I hope this helps!

You need to reformat the hd, then reinstall windows 7.  Something has gone very wrong.  Were you connected to the internet while installing?  If yes then you may have picked up a virus/malware.

Do you have a virus checker other than Windows 7 running?  If so that may be the problem.
