I guess you have forgotten your "be nice policy". By explanation, one of The big joys in my life is the "Instructables" . I would not wish to do anything to hinder it's success. I was trying to better it. I realize there are professional designers out there that use very sophisticated software, expensive software that many of us cannot afford. In their zeal, they use whatever file type the software spits out, not thinking that not everybody has this software. Thank God for these people, they are very creative, which makes the Instructables so good, but they are limiting the rest of the world from using their submissions without knowing it. My idea was to at least remind them when they submit their design that very few people can use it. Sorry you got your hackles up. So much for trying to make helpful suggestions.
The whole world is a consipiracy to lock us into proprietary file formats spit out by proprietary software which we buy or not to do the intended job. I think it must be a marketing gimmick for your to buy the software that supports that file format or find a converter utility program if it exists. Why do you think there are so many file formats out there and how many are now obsolete? I don't think it is the onus of the authors nor are they expected to provide any useable format.
I will only speak for myself but with my instructables I am not out to save the world nor am I obligated to bestow the information I wish to share in a format available to all. I like to share, let's use the word communicate - it is a two way street, you may need to filter, interpret, comprehend anything you may want, but it is not an expectation of the reader to be entitled to nor spoon fed every little thing. How about all the readers of the international community that read instructables where English and the roman alphabet is not their native language and character set? If you want to use something, there is some effort on your part.
Oh, it was a demanding tone I picked up from your initial request. You did not clarify or expand on any reason for your request so we had to shoot you down, just because this is the internets.
I am not asking for file types I can't open, I asking to prohibit those weird file types most of your readers cannot open. A really good example is the .TMP, and there are others.
I fundamentally disagree with negative-discrimination against file-types, with respect to sharing information freely. You know that all you have to do with a lot of these .TMP files is just change the extension? (or are Macs still funny about that?)
The evidence is still there and of course, can be ignored, but we have seen many examples of your readers asking the instructable designer for more useful drawing /downloadable formats. Your knocking the Apple computer is so outdated, that it is time for you to update your thinking. Pay attention to the suggestions submitted on some of the instructables and maybe your eyes will be opened. The hardest thing in the world to open...is a closed mind.
My mind is as tall as heaven and twice as wide. I think you narrower-minded than myself in requesting prohibitions over things that shouldn't be more than minor inconveniences to a person.
The last time I used a Mac it did stubbornly refuse to be deceived into thinking a file-type was something else because they had all that information in the file-header, not just the extension. That was years ago.
I think that the system to upload files will rename them to some random string of characters and slap on a TMP file extention when you download them if they are not the usual graphic filetypes. It seems that is how uploaded files are handled. You would have to rename the file properly for it to work on your end. Of course, always exercise care with any file.
I'm not sure I follow. I agree with both lemonie and caitlinsdad, but I'm curious what your intentions/reasons are? Please elaborate so we all know exactly what you're talking about.

Are you asking the site to exclude people who don't know how things work, or do you want file-types which you can't open prohibited?

uploading does not change the file type. If that were so it would be diastrous.

I guess it's good that Windows has an excellent file renaming utility built in. TMP files are evil.
