Flagging is not working in Answers Answered

This morning, I tried to flag a SPAM Question (https://www.instructables.com/answers/who-dare-to-click-this/), but clicking on the FLAG link in the box did not do anything: no pop-up menu, just the URL changed to have "#" at the end. I checked with a couple of other posted Questions, and they all behave the same way, so it's something is the way the page is being generated. This is on FF on MacOSX. I did clear cache, cookies, etc. (without having the individual Question page loaded), and saw the same effect afterward. Was there an unannounced update overnight?
