Hi, Noah.  From the user's description, this sounds like a "global" problem involving the migration of the database from the old to new markup system.  Your "public" search interface won't find metacharacters in I'bles content. 

If you can do an SQL query by hand and your end, just look for I'bles steps still containing the strings "{{{" and "}}}" (which may need to be backslash-escaped).  Those should have gotten converted to "<pre>" and "</pre>" respectively during the migration, but it's pretty clear that a lot of stuff fell through the cracks.
