Help buying electronics on the internet. Answered

I'm going to buy usb arduino board,  some leds , breadboard and some other stuff and I would like to ask a couple of questions.(I've never bought a thing on internet :S )
I chose http://www.sparkfun.com/commerce/product_info.php?products_id=666
The shipment payment when do I pay for it  (does it sum up with the items, or do I pay in mail office)?

(PS. I live in Lithuania)
What does this mean :
First Class Mail International Package$3.44NOT TRACKED, NOT INSURED
"NOT TRACKED, NOT INSURED"?
and there's also
International Economy (4-5 Days)   $37.48
which is really not attracting me because it would cost a lot (atleast it would for me )  and it would cost more then the item I'm buying.
How long would it take to ship the items(2~3 weeks?)?

Thanks for reading.
Help would be really appreciated :)

Thank you for your answer :]
Few more questions I would like to ask.
Can the package get lost ?
how much of 100 do you think get damaged or lost ?
Are there any more payments than the shipment ?

As plane phanatic said, it is very unlikely that your package will be lost.  I have bought plenty of packages from the boondocks in Hong Kong, and have all been shipped on time and in good condition.

There are no more payments other than the payment that you pay on the Sparkfun website.  So your final order amount + shipping is all you will have to pay.

Well, I've read that out of 10,000 package in the past 4 years, only 1 of them has been lost. Though I'm not 100% sure of this, I have not had any packages lost in he mail. The total cost is the cost of the product/s and shipping, all taken care of through checkout.

I believe that you are asking the difference between the two shipping methods. "First Class Mail International Package" is normal parcel post, and does not offer tracking or insurance (you can't see where the package is real-time). Also, if the package gets damaged during shipping it is not insured. This shipping service is quite slow. International Economy is a faster option for shipping. All of the shipping charges are included in the Sparkfun checkout.

When you buy anything on the internet, the shipping will be added in to the final cost.  You do not have to pay for anything at the mail office.  "Not Tracked, Not Insured" means that you will not receive  a tracking number.  A tracking number lets you track where your package is in the shipment process.  Not insured means that if your package is lost or broken, you will not receive any compensation for it.

A tracking number is not a necessity, but it is your preference if you want to see where it is, and when it will be delivered.  If there is an option to pay a couple of dollars for insurance, then you do it.  However, if the insurance option is only available for the most expensive option; it is really your choice.  I normally do not pay for insurance though.  Unless the package is worth over a couple hundred dollars.
