You are going to need to be able to wire up and programme a pic microprocessor.

The most complex way is to use an accelerometer to sense how vertical the robot is and then make decisions based on what is happening.

The easiest way is to build one where the Centre of gravity is below the wheel centre. this balances using gravity.

This is not a trivial task and you will need to spend some money and time getting there .It can be done if your dedicated. But detailed instructions would be beyond an answer here
